Except individual pieces of the same color are indistinguishable, and, which only pertains to this version of the puzzle, entire groups of the same color can be swapped also.

The possible number to arrange pieces is 12!, like everyone said, but I don't know if there are limits on how it can be arranged. The 3x3 can't only rotate one corner, or swap two single pieces. Maybe there are some restrictions like that on this.
